Araki said that the powerlevel of his villains kept increasing, and when he got to Pucci, he thought "fuck, this guy couldn't possibly lose". So, she got fucked for being the last one. Also, the first JoJo also got killed and got his body stolen, so she's not the first one in that regard.

He also gave stands to his descendants, so it kinda balances itself. Since Diavolo was going to find the arrows anyway, without Dio, the Joestars wouldn't have gotten into the stand business and his gang would be unstoppable. Fate is a motherfucker.

Part 7 doesn't really bear any relationship to the previous parts, and Araki didn't say a thing about it. Diego is an entirely different character. Considering that Jotaro had the same stand type, it would be more likely to think that The World was Jonathan's stand and his descendant got a similar one, but both options would be headcanon.

At least Emporio had a stand. Hayato didn't even have one and outsmarted Kira anyway.
