The only characters who have an arc are Greed and Ed. Ed's isn't even all that great since his only character flaw was thinking alchemy was the solution to everything. Everyone else is static from beginning to end.

Scar hands down. Starts out a killing machine looking for revenge and later develops into guy looking to doing the right thing for everyone around him and rebuild his destroyed country

My favourite is Greed. I liked Alphonse's existential crisis, but it was solved very easily.
