It is true in the abstract breast size is secondary.

Not really true.
Ripe breasts are a sign of fertility, yes, but this is mostly independant of size.
The opposite to ripe breasts is developing ones, not small ones.
Of course it's extremely rare for a developed woman to have breasts smaller than a B-cup, and smaller might be an indicator of malnutrition, but what you suggest becomes untrue with any size above A and the vast majority of girls 16 or older.
