Deku is only ever interesting when he's forcing development in other characters. He's too flat to handle an arc on his own, that's why the Overhaul and Gentle fights suffered, but the tournament and stain arcs were awesome.
Shouto is super reactionary, with his entire character hanging on what the people around him do. Endeavor caused him to go down the path he did, and Deku caused him to change course. Now his direction is literally to wait and see if Endeavor is actually going to stop being an abusive dick.
Bakugo has elements of both of those, but also plays a more active role in his story than the other main characters. He chose to surpass All Might, but is motivated by Deku's attempts to surpass him. He was given information about OFA from deku, but questioned AM and forced the confrontation between him and Deku of his own volition.
None of the 3 are perfect, but Bakugo is by far the most interesting individual character of the lot.

He has nothing to do with OfA, has no story or backstory to follow on his own, and is there just to be a forced foil to Deku when Deku has no reason to care or be on level with Bakugo any more. Hori shills him hard every time he appears just to remind us that he's relevant. Wow, Bakugo can play the drums. Wow, he can cooperate and that's great, even if he acts pretty much the same in the sports festival. Had he let Bakugo develop naturally instead of forcing these to be "great" moments for him, it would have been better, but as it is, he has the worst writing out of the three.

I agree with you regarding Deku and Todoroki but they don't feel as out of place as Bakugo does. Deku is the MC and feels like a bland one who has to learn about his power etc etc, Todoroki is dull himself but more interesting to follow due to the family drama. Bakugo has nothing besides being Deku's rival, and with 7 quirks he shouldn't even be in the running.
