Even if she initially agreed to the plan, Eren rejected it right away. But none of that mattered since in the end his endgame was winning Eren over in order to enact his euthanasia plan. His original secret plan involved the experimental use of the rumbling but no mention was ever made of attacking Marley from within and getting the world armies on their asses beforehand. Aside from this one part which is already debatable considering how things turned, pretty much the whole plan is bull: he won't pass down his titan so Historia will have no reason to breed, cooperating with Hizuru will be pointless for the island since every Eldian will die out in 100 years time anyway etc. Pixis himself says it himself in 115: the original plan is supposed to help Paradis alone, but Yelena talks about saving the world, in other words they were lied to.

Manlet is in an extremely complicated situation. Hanji won't leave his side, and this has nothing to do with shipping.
