Yes. Sun and Moon has three internal ban lists titled "Legendaries", "Sub-legendaries", and "Mythical Pokemon" in case Nintendo events ever want to ban a specific category. Things like Celebi and Mew are on both the Legendary and Mythical list, while things like Ash-Greninja are only Mythical. They're different things with a lot of overlap.
