Shirogane is an alright MC. Just goes to show that having a competent male lead makes a world of a difference. Kaguya is cute but 1 dimensional, both in personality and chest size. It's like all the denseness of your typical male MC went to Kaguya, but it's okay because she's a cute baka. More like Aka intentionally sabotaged her character because she was gaining traction. I can tell this is the case because every scene involving her has been well written and well executed. This isn't even a waifuwar where there are compelling reasons to pick any of the girls and they're all roughly equally popular. This is where there's a clear and decisive winner, probably the most clear and decisive winner i've seen in a decade when it comes to this kind of thing, and the author hamfistedly kills it because he had picked the winner from the start instead of letting the writing develop it. Her primary role has always been just to bounce off other members of the cast, both for comedy and to help give them characterization. Just compare the kind of content we've gotten with her to the kind we've gotten with Iino. Iino appears much less often than Fujiwara, even now, but she still gets extra characterization regularly and has a ton of setup for future plot stuff and character development. Fujiwara has been pretty much a constant, and any speculation or discussion centering on her character has been relatively static for a long ass time. That doesn't mean she's actually hated though, she's still just as strong of a character as she was from the beginning. However, when every other character is consistently getting better but one character remains pretty much the same, leaving the intrigue and mystery surrounding her personality intact for all this time, it's obvious that some opinions are going to change.

Following the elections arc, we've seen her disillusionment of the council, followed by her breaking the rules for the first time and mellowing out with respect to certain things, followed by getting the initiative to make the bonfire happen and the festival a success. This is probably all going to build up to a "turning point" similar to what Ishigami got in sports festival.

I don't like that word, waifubait. If it were really so easy to write characters that people fall so deeply in love with - everyone would be doing it. The market would be a lot more evenly balanced. But in truth, it's hard to write a character that people care deeply about. Waifu or not, that's been the goal of writers for millennia, and still only a handful succeed. There's hundreds of books written on the topic. I've read a few of them, and trust me, it's hard.
You're not as shallow as you think. The same things that appeal about Kaguya are the same things that have appealed to us about memorable characters since the dawn of time. A good waifu, in essence, is just well written.
When you talk about these positive traits - loyalty, compassion, supportiveness - yes, these are positive traits that make a character admirable. But to make a character likable, to make a character engaging - it takes much more. It's about how those features are demonstrated. Anyone can write a "nice" character, just slap these traits on a character with no other thought - and those characters almost no one likes. They're predictable. They're one-dimensional. And they're just so boring.
Instead, the MOST admirable characters are not those who are kind or generous or loving by nature. But characters for whom evil is in their nature, and they fight back against it. Characters who have the capacity to be cruel, yet choose not to be. Characters who are justified in being angry or cowardly or whatever, who face that temptation - and then overcome it. Those are the characters that really stick with audiences. Humans enjoy internal conflict.
So look again at Kaguya. Here was a character who was a bundle of negative traits. Selfishness, self-loathing, guilt, anger, and paranoia. Terrible person. Who manages to drag herself out of the pit - and Prez too - to become virtuous. Isn't that so much more powerful and interesting than if she had started that way?
