I agree. I don't think most people only concentrate on visuals/art quality though. Themes, characters, and the directing (whether that's panel design and flow in manga or more film-like directing in anime) are the things that people that complain about plotfags typically talk about.

There are a lot of people that fall for hype. The best way to make your anime a success is to make something like Gurren Lagann that's big and flashy with no substance but that also doesn't break the bank on the way it communicates the hype and style. You just have to structure everything in just the right way that it's successful with the people just looking for the next hot blooded hype fest and this doesn't require having either substance or expensive style.

Like I said, you don't need good art or animation to communicate the hype that will make something a success. But any anime is going to have a lot of animators regardless of how good or bad the art and animation is. Finding a good writer in Japan that will agree to work on an anime is like finding a needle in a haystack.
