it tries to use flash-like animation with the flowers to bring a humorous tone but it just ends up clashing a lot and is annoying.

a lot of great talent went into the visual design of Utena. The colour palettes and tones do a lot to make it feel stylish
While the animation and actual drawing of everything sometimes lacks consistency, it isn't nearly as bad as that other user makes it out to be-- good designs can help pull through bad drawings, and that's why Utena still feels stylish, even when it doesn't look so good.
its also why some of the concept and design studies for Utena are so fucking cool as well.
