Ikuhara chose Asakusa precisely because it's where the traditional meets the modern: from Sensō-ji you can see Tokyo Sky Tree in the distance. Likewise he is using kappa to wrestle with how interconnected people have become thanks to modern technology (and all the problems that can arise from that).
