No, that's a pretty commonly held belief in Japan. The Yakuza really don't like other people committing crimes in areas they control. Since the Yakuza's crimes are primarily kept behind closed doors and don't affect 99% of people, Yakuza controlled areas are safer in a sense.

The trailer was screened before other movies in cinema, so that "10 years" is actually the maximum term for recording video in theater. 20 seconds of recording is still recording in theater. As for why the jail term for illegally recording in theater in Japan is 10 years, that's because Japan have a strong entertainment industry that contribute to their economy in significant degree, so they're setting a high bar of punishment to fight against action that would damage their economy.
