She's only the "main heroine" in the 2006 anime but she plays a very very big role in UBW and Zero. If you liked her in Stay Night she's still pretty good in all her other appearances. As a dedicated Saber fan I can tell you that truly appreciating her character requires you to see her story in all it's perspectives and segments.

That was kind of the point of the masters- to be a vessel for the plot, so we can focus on the main/important characters and they worked well enough in that setting. I'd actually even argue that the other masters being mostly subdued is a possitive thing, since a decent amount of the appeal comes from the whole mystery part, so it really wouldn't make too much sense to delve into every single master, especially since it's made rather clear which ones we're supposed to be actually trying to know and understand and ehich ones are meant to be rather unknown, dangerous and unprediacle. Remeber that fear and anxiety can come from things being unknown to you. That of course changed after the VN got released and the characters got expended upon in F/HA, but to think that having some underdeveloped characters would be a negative for the original seems a bit silly for me, if that's what you're trying to suggest.

Honestly some of the parts seem to be rather false. Huge parts of her arch are about having to rely on Shirou to find the fault with her own way and to realize how she's misguided. That doesn't seem too independant. She also acts rather recklessly and she herself is a reason why she tends to fail. She also isn't nearly as loyal and devoted to her horot as the King of Knights as you seem to think she is. While her loyalty towards Britain seems to be unshakeable, the contract with Shirou isn't nearly as valuable to her if you play your choices a specific way, making her betray him in a bat of an eye.

I'm not sure where you get the "valuing her allies and respecting her enemies" part. She generally just estimates her enemies with her intuition ability and then acts accordingly, the whole respect part looks like some F/Z invention. She also really seems to despise Kiritsugu until she finds out why he made her destroy the grail, which doesn't seem like valuing her allies too much, not to mention that she shoots down Shirou constantly and only decides to train him to showcase how pointless such activity is.
The description of her reign seems to be alright, though the inhumane part seems to just a part of her problem.
