Yes, if a new series is consistently pushed to the back of the volume, it might be a sign that the editorial department might see it as a commercial failure.
However, it might also just mean that it's not necessarily a series they want to have become the face of their publication while still carrying it and finding it profitable / it's contents aren't enough of a demerit to actually hurt their image. There's a reason as to why Yuuna is consistently in the back of the mag.

It might also be pushed back as an initiative to promote other series or because the series being pushed back doesn't need the promotion.

OP, for example, is WSJ's flagship title, which is the reason as to why it's almost always number 1 or close to it. MHA was a rising star for quite a while before it established itself, which is why it got number one promotion for so long until it got sidled back and somewhat settled into the middle of the publication. Same thing with Neverland and the Super Push.

Also, tankobon sales are and have always been the number one deciding factor whether or not a series survives, as that is the best way to actually gauge the paying audience a series has already gathered and how high it potentially can go, so that there are actual buyers of the real money making items and general merchandise (this is also the reason as to why Shueisha doesn't care much how many Blue rays their anime sell, as they are all ads for their tankobons and not meant to be the main draw).

There might be a chance the second announcement used pages from Kishi's draft in the first announcement. I really hope i'm wrong and that is infact Okubo's art in the second announcement.

New series start, fall to the back of the ToC, and get canceled. Even older established series fall to the back of the ToC and end or very occasionally transfer to a different magazine like JoJo did. Very few series like Bakuman, Kuroko no Basket, or Naruto keep a high average ToC rank until the end, and have their last chapter high in the ToC. Sure they're smart about it, they're not axing a fairly successful series like Nurarihyon, Bleach or Toriko simply because it falls to the back. However those series also typically show dwindling volume sales and end in ways that indicate they were rushed. In any case while you can debate the reasons things might be at the back of the ToC, there's a clear correlation for Jump of a series with a low average ToC place ending sooner rather than later.
