It gives things life. However, its use is inconsistent and revolves around asspulls and absurd interpretations of what it means to give things life in almost every fight involving it.

If all it did was turn inanimate objects into living things, even heal people, it would be okay, but Araki decided to make it a gary stu ability from the beginning.

As I interpretent, GE is basically DIO's vampire powers. In book 1 DIO was able to do all kind of fucked up shit with living people, like morph them into dog-hybrids or just basically turn them into zombies, the mask gave DIO and the stone man complete control over biology. So GE's power is basically that, he can manipulate "life energy", biology, turn inanimate objects into life, people into zombies, etc.

His abilities were easy to understand when he fought Black Sabbath, once he transforms a brick into a snake everything devolves from there and just watching him fight is a mindfuck.

Okay, so let's assume it's power is to manipulate life energy in some limited but powerful ways.
If it dumps life energy into a living being, it seems to speed it up in some way. For people hit by it, this makes their senses faster and more sensitive. For trees, a simpler lifeform, they speed up the growth cycle. Inanimate objects injected with life energy can be made to turn into living things, though he can only predict what they will do, not command them. Furthermore, it seems he can detect life energy, at least roughly, near GE or things GE has animated. And lastly, he was able to temporarily heal people by making fake living tissue out of inanimate matter. In Bucciarati's case, he made his body whole too late, and hence Bucciarati is posessing and walking around in what is essentially a zombie body.

He established that if he makes a living being out of something that was a part of you, it tries to rejoin you. He made a super venomous snake out of a piece of dead stand babby which then returned to the stand that made it. He just hoped it would work out and it did.

Okay that one was an ass pull. It's said he can only create living beings that could survive where they were made, but why that means he can make a snake that is immune to the supervirus and not just be completely unable to make any life there is a plot hole.

He's a very consistent and repeated hack on the small scale, but Kubo beats him in magnitude of singular hackishness.

It would make something like sense but different for him to manifest a stand with abilities sort of in between vampire biomancy and ripple's ascetic-ish manipulation of anatomy, but he's doing neither The Thing nor hokuto shinken shit. He's turning things into animals and specific parts of plants, sometimes they're exactly what he wanted them to be, if they do anything it's exactly what he meant them to.

I think the thing that pissed me off the most about him "forgetting" stuff is Ponalreff's speed boost from armor removal. There are so many moments where removing the armor is always a better option just to overwhelm the enemy with speeds so ludicrous it looks like there's more than one stand, and yet he barely ever uses it, one time it was the enemy who used it on to try and kill Jotaro when he was being possessed, so even the enemy realizes being armored is a fucking waste.
Hell, having armor during the vanilla ice fight didn't matter in the least either, since he erases everything the stand's power touches.
