The worst part of Death Note is how it never addresses or even references the possibility of Light killing innocents. Light isn't omniscient; he has no way to determine guilt beyond fallible poilcework or journalism. And he doesn't even wait for trials. He just murders people as soon as they're accused of a crime. Realistically there ought to be ton of false positives there, but it's never mentioned.

The second worst part is how the universe actually rewards Light's dumbass strategy, and crime rates go down globally. Even though in the real world, the death penalty has never been demonstrated to have a deterrent effect, for some reason Light's half-assed murder spree increases order and compliance instead of causing panic and chaos.

I think Light knew he was killing innocents at some point, IIRC he even said something about it and said it was for the greater could (I could definitely be wrong) but it's another factor into why what Light was doing was wrong.

I think the explanation to that is that Kira was doing something supernatural. Criminals in Death Note knew that even if they were sentenced or not, they were going to die. What kind of chaos could they create if they were under the 'judgement of a god'?
Death penalty is for a few, it doesn't apply to all the criminals in the world, but something supernatural might create some kind of order because innocent good people would be more empowered and fearless.

If there was some invisible power making anyone even suspected of a crime suddenly drop dead people would be a lot more scared to do any sort of organized crime it's not like going through a lengthy court battle where you can probably get out of it anyways, if Kira deemed you should die you're going to die no matter how good your lawyers are. Then there's also the issue being the severity of crimes judged by Kira you could have a 3 year suspended sentence suddenly turn into the death penalty if he decides you should be dead.

part of the motivation for kira WAS NOT deterrence, it was to deliver moral dessert, and a positive side effect was that crime got deterred. To Light, killing a criminal in jail is deserved BECAUSE they deserved to die, not to benefit some greater ideal. At least in the beginning, after he kills the FBI agents it becomes more of a game about power and strategy.

Except none of that is at all relevant o the actual story of Death Note, which is the Light vs L mind games. Giving Light any reason to question his ridiculous plan would only detract from that. Which is also why they felt the need to make a throwaway comment about it working.
Besides, if you're taking it that seriously the biggest issue is probably how crime reporting at every level would be affected by the possibility of magical extrajudicial killings.
