It's something both to do with the favored style and the artistic achievements of each era. 90s, and especially end of 90s, was when people were going really crazy with what you can do with animation so It's a lot of the legends from the 70s and 80s with an added layer of balls to the walls pretty ass art.

There are some old OVAs that animation and art wise look really nice, but are really more or less pretty trashy when you think about it. Mostly only the good or notorious stuff is remembered. 10s and 00s are more fresh in collective memory and thus it's easy to look back at past decades, see the good stuff, and think that that was the norm back then.
There's a whole slew of seasonal garbage from the aughts and tens that has already been completely forgotten and we only remember fondly the good ones and the modern classics
I'm sure that everyone here can name quite a few well liked series that came out in 2009, but it's only going to be a small portion of the total amount of anime that aired during that year and we just forgot garbage like Kämpfer or 11eyes or Princess Lover because they're not worth it to remember.

I don't think it was an anime community in the sense that they only cared about anime, it was just niche hobbies. Back in the 70's, lots of nerds who were into anime were also into scifi, furry/anthro comics, comics in general, scale modelling, so on and so forth.
