Yeah, Haman is a miserable character, but a well written one.
Why do you think so?
Because at her core Haman is chasing a man that doesn't want anything to do with her or her ideals, and she knows that so Haman's super bitter about it but at the same time she still wants him back, and then he "dies" so she tries to replace Char with a teenager that hates her guts only for her to be defeated by him.
Is that an answer about why she is a miserable character or a well written one? Her character concept is good and one could even do a better write up than yours but the execution is kind of lacking. Her characterization in Zeta is one-note and in ZZ clumsy and melodramatic.
Both really, I think that's one of the reasons what makes her a well written character, like how you can understand why she does all the shit she does, and I agree with you, for all her fanfare that she had on Z she should have been more menacing on ZZ now that virtually no one was standing on her way.
Well, don't get the impression that I'm fighting you but I was trying to say that just having a sad and sympathetic story is not enough to be a well-written character.
Haman was a good character in Zeta.
She was not a good character in ZZ, but I would put that more on ZZ in general which was a horrible abomination (but she still stole the show every time she was around).

Haman was amazing in Zeta. Blunt, sassy, and a powerful threat. Has an awesome Mech. Played both sides of the War, and managed to Win the War. She served her role amazingly well in Zeta, despite lacking character depth.
In ZZ, they butchered her ridiculously bad. She no longer has her priorities straight, looks like a complete punk in front of Judae, makes some really questionable decisions, (like sneaking into the Argama).

ZZ is a disappointing ass sequel to Zeta that butchers characters like Haman, Fa, and Yazan.
ZZ is nowhere as epic as it should be.

The hate for ZZ is completely warranted. All of the returning characters all become incredibly incompetent to the point where it feels like the only reason Judau is successful is that everyone else is just an idiot.
Also it has some of the most nonsensical moments in all of UC Gundam. Pic related is never given any explanation even though it was a ridiculous cop out that makes no sense.

It honestly just needs a polished compilation ala A New Translations that it never got. It can work out really simple into 3 movies that just crops out the filler and drives the story more independent focus. Video games like G Gen and Battle Universe have done that and it works out beautifully. Unfortunately I doubt it'll happen in an animation project.
I haven't played either of those so I can't comment on them, but I think Judau is just a poor protagonist for wrapping up Haman's story. I think Kamille should have remained the protagonist for ZZ since he had a much more personal reason for wanting to go after Haman.
