There's plenty of subtext yuri stuff where most of the characters are normal.
Romance anime in general often has a lot of very insane or stupid characters to allow it to drag it out across a series. You could argue most tsundere are unhinged with the amount of unprovoked outbursts they have.

The real issue with yuri is the fact that almost always the entirety of the cast is gay. Considering how much of a minority homos are it's really obnoxious when the entire city is populated by girls that fuck each other. It's one of the reasons why the best yuri mango are the ones that focus on light-hearted SoL shenanigans between the two main characters.
