Because that's not how Servants work you fuck. Mordred died in the battle of Camlann and was taken to the Throne of Heroes, she didn't make a contract with the world like Artoria, she's just a typical heroic spirit. So the Saber of Red in Apocrypha is a manifestation from Mordred pulled from the Throne of Heroes, which exists outside of time. The connection is one way, she doesn't return there after her death in Apocrypha because the Mordred that exists in the Throne of Heroes never left it. Any summoning of Mordred, whether taking place before or after the events of Apocrypha, will summon the exact same baseline Mordred from the throne of heroes, with no changes. The only reason Artoria got lasting personal growth in Fate route was because she hadn't actually died yet, she was still in limbo because Bedivere hadn't chucked Excalibur into the lake. She made a contract with the world to seek the Holy Grail, so she actually gets sent to each new summoning in a chronological order, hence why she remembered the 4th Holy Grail War. If the Matous, for example, had summoned Iskander in the 5th Holy Grail War, he would have never met Waver.
