He probably could have. The thing is Demiurge is a literal devil and peaceful solutions without bloodshed and suffering aren't in his nature even if they would provide a more efficient path to completing the orders he's been given. Demiurge is going to concoct convoluted plans where lots of people suffer because that's what he does and what he enjoys. He's been made that way.
A good example is what happened with the Empire. Demiurge had a long-winded plan which required at the very least wrecking their capital to completely break Jircniv. His plan surely would have worked, but Ainz discovered a much quicker and entirely peaceful solution to the problem (by sheer luck). The point is, that what Ainz did by accident they could easily have done on purpose if they had simply used extensive surveillance on Jircniv - which Nazarick was fully capable of doing. Demiurge (and Albedo too) simply didn't think of breaking Jircniv by preventing his alliances from forming in the first place, his plan involved useless destruction and suffering by default. So the same goes for the Holy Kingdom, it's extremely unlikely for Demiurge's plan to be a direct and effective strategy to obtain control of it. It's just Demiurge's torture porn version of conquest.

I kind of see it as Maruyama playing with expectations while providing some narrative variety. Calca's and Queralt's characterizations are given up front right at the start of volume 12 giving the reader reasonable expectations of how they would mesh with Ainz: Calca would have been won over like Ainzach or Gondo (and/or would fall for him) and Queralt would have been the female Jircniv. But then he immediately dashes those possibilities by killing them off and giving us something we haven't seen before instead.
