Railgun is entirely canon. But I would still say that Misaki is likely the only real friend that she's going to have because she doesn't give a flying fuck about her status as a level 5 and will tell her what she thinks.

Does she really have friends? In the span of the railgun manga until Jailbreaker, she interacted with Uiharu and Saten about 4 times, one on Level Upper, Daihaseisai Daihaseisai again and Dream Ranker.
It took all the way until Dreamranker for them to team up and act as real friends, somewhat.

Mugino vs Misaki in a direct fight is basically whoever hits first wins. Keep in mind that Misaki's power has even worse defense than Mugino's and she can't dodge for shit. Mugino is better than Misaki at just raw power destroying stuff and Misaki herself can't fight directly. So the rankings aren't really that surprising.
