The idea of the black dots being mind control related is interesting and sets up a real possibility for some heartwrenching moments for Bakugou and Uraraka with their costumes. It also makes sense for a villain who's also the head of a commercial design company, and that our first introduction to his character is via an advertisement. It's a not-so-subtle way of Hori commenting on advertising/fashion/pop culture =brainwashing.

To go even further with this, we know that Shinso is going to be transferred to the hero course. His own brainwashing ability may come into play later if students start losing control of their bodies and quirks due to support items/hero costumes taking over.

They never said exactly when they got into hero costume development only that it was recent. Remember that it has even been a year since class 1a joined UA, and 9 months is a relatively short time to a big company when it comes to releasing new products.

1. Why not give AFO the death penalty? He's responsible for a ton of awful shit that you can prove. Just kill him and be done with it. Any information he might give you is unreliable. They were fine with the idea that All Might had killed AFO before.

2. I thought the entire point of AFO's speech in jail was that he had passed the torch on to Shigaraki, bringing back AFO would totally negate that and play against the themes of the series. Midoriya succeeds All Might in the same way that Shigaraki succeeds AFO's legacy.

Hori is just a mangaka who still has a lot more he wants to do with his series. He has some great ideas on what to do with the series for the future through more world building, and more foreshadowed villains, in the end, this leads into the eventual Prison Break.

Biggest proof is how much people look forward to the Prison Break arc, as all previous plot points and story elements will converge for something truely spectacular.

The Todorokis has been set up well too, but it's more a consistent sprinkle now and then every other arc before getting an own focus arc that was pretty short. They're obviously not done but it's frustrating because it's hard to guess how long it will be stretched out.

That was good and the Stain arc uses the characters introduced and developed right after Sports tournament very well, but story wise it's not so much a setup as The Next Part of School.
Kamino feels like it happens much more directly as a consequence of the previous arc, and Hori hasn't managed to make as smooth transition between story parts before or after.

His foreshadowing is fine, it's the actual transitions that are the problem. Endeavor's development was set up since Kamino, the A vs B stuff is mentioned during the Licence arc, but when they actually appear it's right after an arc that had nothing to do with them.
It literally went form Deku fighting a Youtube villain to Endeavor and Hawks fighting a nomu, and then to A vs B.
