The entire plot of Outbreak is that the village goes mad, and they believe by killing Satoko they'll be freed or something, and Mion got shot so and Rika disappears and so its up to K1 and Rena to save Satoko from the villagers with Mion as baggage. The GIF is towards the end, where they save Satoko, but someone gets a good shot on Rena, don't worry she lives, they all do, and so do K1's parents. And it ends with a nearby city being destroyed and it continues into the PS4 version of Higurashi as an original arc.
