Then he made other series that did horribly, he came crawling back to Oregairu to finish the story because that's the only thing that sells for him.

I think it's this except the reason why he went off and wrote anything else besides the actual ending is because he's afraid of getting criticized for it. When there were only 5-6 volumes and only S1 had aired, didn't he say he already had tje ending in mind and just the stuff in the middle was getting fleshed out? I know authors tend to change their mind on this kind of shit all the time, especially as series get more popular and they run their own work into the ground, but I really do think Watari got a bit scared of its popularity.

I believe its publisher company who drove him into the corner. He wanted to end it with vol. 11 or so but that would mean no more money for company so they forced him to rewrite it and make more volumes just for the money even if it means dragging the story.
This time its probably the same - 1 month is enough for rewriting like last chapter or two so its obvious company was not satisfied with something and forced him to make changes.
