It's an expressive device, user. Lewd things have to be censored, so by censoring something you're basically communicating to the viewer that it's lewd.

Honestly Hinamatsuri does not have the best art. The early chapters especially are pretty rough, but it improves a lot as it goes on. It has charm though and definitely grows on you.

It's censored because the anime "shows more" and is more detailed than individual manga frames.
Is very minimal, and isn't supposed to be sexual at all. She's shown with a, but very undetailed, nipple just because it would be weird if it wasn't present on account of going through the effort to censor her in other pages in the same chapter. It's not fanservice-y, isn't intended to be lewd, and lacks detail overall.
Now if you imagine the frame in the OP being uncensored you'd probably go "wait what the fuck" with how sudden it would be judging by the context of the show. I didn't even realize they showed her nipple in that one panel because it wasn't a focus.
