Jin's power didn't come from Imaginator, he is a natural MPLS. Imaginator's power is to manipulate death, that's why she needs a pawn like Jin to fulfill her goals. Jin is going to use Camille's flower as a seed to fill the incomplete parts of the flowers in other people. Yes, people's flowers can be complete through relationships with other people hence why his powers didn't work with Camille since she's protected by the power of love. Also Jin misunderstood his powers from the start so he was doomed to fail since the beginning

Jin had the potential to brainwash people all along, Imaginator is just a ghost that made him IMAGINE what he could achieve with his ability because she was inspired to become an enemy of the world by Seiichi's writing.
But really Jin can't actually brainwash people, he can only influence them and that influence can diminish over time or due to other circumstances. He's just so good at reading people that his influence is potent, which is what led him to imagine that he could alter people permanently. He couldn't influence Orihata because she was already being influenced more strongly by someone else, and possibly because she's a synthetic human unless that was just a throwaway line meant to taunt him.

No, it was perfectly sensible. Aya thought it was because she was synthetic. We know this is false because it worked on Spooky E, and Boogie says as much. And goes on to say that Jin didn't understand that the flowers were developed by relationships with other people: he couldn't touch Aya's flower because it was completed by her relationship with Masaki, not with him.
To put it another way, Jin's power isn't over people's heart flowers, but over the things missing from them. The very fact that hers was complete is what meant he couldn't do anything, which is why Boogiepop says he isn't a threat to the world worth killing.
