People with more than 10 IQ realize that Hori was floundering with how fucking boring Deku's super strength is, and decided that of all the users of One For All, Deku is also conveniently also the first to unlock all of the previous quirks in the hopes that one of them is interesting.

It is pretty much a matter of how much slack you want to cut him, personally I would have scrapped the fucking character but he based the entire IP around Deku telling the story as the #1 hero and main protagonist.

Except we saw Deku struggle in almost every fight he's had so far with him often winning by the skin of his teeth. Him having the number one quirk and six others to boot makes me want to root for the one-quirked antagonist.

You can still make it tense and interesting. For example black whip starting as weak finger like projections and keeps hindering rather than helping Deku. Then at a crucial climactic moment Deku realises he can use the fingers as hydraulic like joint reinforcements to tap into a higher percentage of OfA without injury.

The answer isn't clear cut. It's pretty much the same as wondering whether 20 grains of rice is a heap of rice or not. Some will say yes, other will say no, because for them 20 grains isn't enough to qualify as a heap.

The fact that it only gets revealed after so many chapters is what pisses me off, this isn't the kind of stuff you can say you planned to do all along if you reveal it years down the line, and why the fuck is a sparring match of all things what caused the extra quirk to manifest instead of the many life and death situations he's been on or when he went all out with Eri and activated 100% power of the quirk? It's just bad writing, and there are honestly people around the internet who don't think he added this so Hori can just pull out the most convenient power out of his ass whenever necessary.

It was an asspull, but the author dragged the story out too long and he's gotten to the point where Deku cant get any stronger than he is now. If One For All reached 30-40% then the series would end. The hero moves lightning fast and kicks through walls, the main villain's power is to slowly decay things. There's no contest.
This is a stalling tactic so One For All can slow down while we focus on another power

It twisted the conditions of what we previously knew of OfA, which was supposed to be about just physical strength. Kind of foreshadowed, kind of asspull.

If Hori wanted to incorporate this properly into the story he should have made the other users of OfA multi-quirk users too, but he didn't and neither did he foreshadow it coherently nor did he come with a decent excuse for why Deku can handle six quirks so its an asspull and a award winning garbage one at that.

It definitely makes you wonder why AM never got 8 quirks, and why his version of the quirk seems to function alot like Toga's.

Is AM actually Toga? Toga is the one to usually hand out Deku good advice, she's been shown to be far less villainous than the front she puts on, and a BIG part of All Might was him being a SYMBOL of peace.

That is to say, maybe there was a Toshinori who became All Might, but he got sick or incapicitated, and entrusted his blood to Toga because her quirk could make the whole "Symbol of Peace" thing work. All Might is sort of like an action figure or a statue, his presence and appearance is arguably more important than the reality itself. Like a scarecrow for villains.

But since there's only so much blood, Toga could only maintain "muscle form" for a finite time a day, a time that grew shorter, and shorter, and shorter, because in her own words, "the blood becomes my energy. The transformation duration is based upon the amount and how much energy I choose to use."
