I think it works since the LoV is just a ragtag band of Japanese villains who are starting to get attention, so it makes sense that other organized villains are starting to pay attention to them. It balances the fanservice by actually having the female characters be competent and dynamic. Noelle isn't great because she's a knockout. She's great because her arc of coming to terms with her magic and proving to her siblings that she's not a failure is one of the best parts of the entire manga. Being a knockout is just a bonus.

Characters train but BC doesn't drag it out. The power of friendship is something not measured in power boosts, but the teamwork of surviving together vs a dangerous villain. Fights in BC are technical and strategic as fuck. The power system is designed in that even if you're useless in 1v1, you're a great help in team battles.
