In WCI, it was stated that before the wedding the Sweet 3 had not been together for a long time. Katakuri and Smoothie had interaction, however it was brief. Yeah, but I refreshed it in your memory, and only then did your spam begin. There is zero connection between the two theories, and you also seem to fundamentally misunderstand how Oda handles devil fruits in One Piece.
A devil fruit power is intrinsically part of a character's design. Yeah, sure, in-universe virtually anyone could eat any fruit, but as a story that won't happen. Specific fruits are for specific characters. Luffy is the user of the gomu gomu no mi, it defines who he is. No one else could have ever eaten the gomu gomu no mi.
Very rarely does a character get a devil fruit AFTER their initial introduction. Sabo got Ace' fruit as a symbolic gesture of succession. Blackbeard got Whitebeard's fruit in a similar albeit more violent fashion. He basically tore it away from Whitebeard, just as he tore away the yonkou title. Sabo and Blackbeard were basically designed to do this, they were always meant to get these fruits.
Then we got the CP9-members who got devil fruits when they were re-introduced to be villains. One could argue that they are essentially different characters before and after that turning-point.
The last characters I can recall right now are Shiriew, who got Absalom's fruit, and supposedly Devon (do we know though if Devon's devil fruit is new to her?). These are the characters we know the least about from this list at this point, but they also didn't really serve much of a purpose in the story so far, yet. They haven't had their time in the spotlight, so them getting devil fruits now is only part of the buildup before we meet the characters proper.

Vivi is a well defined and well established character. She travelled with the crew for a long while, she had her time on the spotlight. Giving her a devil fruit now - and one so arbitrary aswell! - just so that she would some number pattern would go completely against Oda's style, because it would mean fundamentally changing her character.

Definatly not, if she is forced to leave Alabasta again it would only reinforce the same feeling of being powerless that she had back in the alabasta saga, it would make perfect sense for her to do so. Also getting the Nikyu fruit goes beyond just the number theme, it would be similar to how Sabo shorta inherited Ace's will by eating the Mera fruit, Kuma was a king who was humiliated by the WG and decided to rebel against it, and was a secret ally to the SH, Vivi getting the fruit would not only continue his mission to fight against the WG but would also be a way for him to continue to help the SH, it fits her character theme like a glove

Nefertaris are key players in the Void Century history. They're one of the founding 20 kings but in the end chose to stay behind and are hiding a Poneglyph in their kingdom, suggesting amicable relations to the enemy of the WG. Cobra says the Nefertari king of 800 years ago did something to the world as a whole.
This will tie her in with the revs' motivations when Cobra's curiosity gets him killed and Imu wants to extinguish the Nefertari clan.

Sanji's powerup had half an arc of buildup behind it to connect it to him. Sabo was designed from the start to be an Ace-replacement. They are not just randomly slapped on. This is also why all these other theories like "Nami will get that fruit" or "Usopp could get that fruit" seem badly thoughtout to me. They're basically just "wouldn't it be cool, if..." scenarios.

Having a devil fruit has not been part of that. Devon or Shiriew hadn't really had that yet. Yes, we have seen them every now and again, but we never really got to know them. So all changes that occure to them now do not really change their characters, atleast as far as the reader is concerned.

That bit about Kuma is largely speculation. And while I must admit there are thematic similarities, to me it's not enough to make a strong connection such as this between the two. If we actually get some interaction between Vivi and Kuma in the next reverie chapters, I will get back to you on that one. But at this point I simply don't see it happening.

And yes, devil fruit powers can start out weak and grow over time (as we have seen with Luffy especially), but at that point the following questions come up:

One Piece is 70 or 80% done. Even if Vivi gets some more panel time, isn't it unlikely she will have enuogh of a focus on her in the remaining arcs that there will be a believable organic strength growth to her? Especially since she was never a strong character to begin with.
This would mean that she will probably always be a rather weak devil fruit user. In that case, what's really the point in giving her such a new power?
We have seen Kuma doing some absolutely fantastic things with his fruit. Would it really be satisfying to see that fruit carrying on, but never doing anything impressive ever again? Or, more important, does that seem like something Oda would do?
All the other characters who got devil fruits after their introduction were already established as pretty strong beforehand. Sabo could throw large fireballs around merely seconds after eating the mera. Blackbeard was capable of shaking islands immediately. Can you see Vivi doing something like that? Does it fit her character? If not, why give her a powerful devil fruit this late in the game?
