It's already difficult to find a job in the real world when you do not have recommendations, so what do you think would happen if there was s system who decided what job people should do. Even without forcing people directly, this system would leave very little choice.

When you lock people away from society for a certain amount of time, it's pretty much the same as prison, even if the goal is some sort of medical treatment. Furthermore, being sent for treatment leaves a social stigma, and makes you actually more likely to be sent there again.

When you have a justice system who punishes innocent people more than actual criminals, that's not a good system.
And when you have a police system that forces its agents to depend on the judgement of someone else for absolutely everything, and you can't do anything else, even when this judgement is clearly failing and the whole country is in direct danger, that's not a good police system.
