Next chapter is the last one of volume 14, Shirogane is alone with Kaguya at the end of this chapter and the day is still not over (no results at the end) so we'll probably get the serious discussion between Kaguya and Prez next week. Then volume 15 will focus on each christmas party.

The next chapter is Kaguya focused, but it'll probably deal with her dream while she was asleep.

That's for Subject F - as much as both will want to deny it until it's far too late.
She'll accidentally mention something about helping train him into a better man to win Tsubame back, and next thing she knows, he's been molded into her ideal man... and she's the heroine.

Basically

Tsubame will probably fall for Ishigami at some point. But that doesn't mean he won't end up with Miko. As always, these stories are written not to make the characters feel happy, but to create the most conflict and drive the most poignant character development. If Tsubame and Ishigami ended up dating straight up - there's no tension, it's too easy. The character's "desire" at the start of the story is never what he discovers he actually needs by the end. And Tsubame is the perfect example of a "wrong girl first." Not in that she's a bad person, but that she doesn't actually complement Ishigami's arc well. And she herself doesn't need Ishigami to fix her flaws. That just makes for a bland romance - which is something Aka never does.

Ishigami's weaknesses, Miko compensates for. And vice versa. Miko is a rule-setter, Ishigami breaks them. Miko is short and outspoken, Ishigami is tall and quiet. Miko is at the center of society, Ishigami is an outcast. Miko is a righteous person with a repressed lewd side, Ishigami is a pervert with a repressed good side.

Even if there wasn't any romantic foreshadowing, this simple characterization means that from a writer's PoV, Miko and Ishigami just make the best pairing in terms of the manga's longevity. That's just Screenwriting 101.

As I see it, the course of the plot will probably go something like Tsubame falling for Ishi while Ishi starts to question his feelings because of Miko, Miko running away because of a misunderstanding, and then Ishigami rejecting Tsubame to chase after Miko. Basically Nisekoi, but the "third wheel" of the love triangle's usual job is to stir one of the other two into action.

Yeah, iinogami works best for the story because of how the two characters complement one another, and can bring each other to improve. I'm sure those two will get closer over the next three months.

I also think it's possible Tsubame could fall for ishigami, but we also have to remember some of the reasons she wanted to reject him initially. She has a lot of obstacles that would get in the way of starting any kind of relationship. Basically it's possible that Tsubame will "reject" ishigami but it's relatively amicable because by that point ishigami might not really be infatuated with her anymore, though he'd still be grateful towards her for her kindness. Who knows though.

Miko's not a 'rule setter' she's an uptight enforcer. And her method of dealing with people just causes them - shown time and time again with far more than just Ishigami - to want to resist. She's also easily coddled and highly gullible which prevents her from being effective with folks who understand this, like Ishigami. She complains and berates - the latter only if she's certain there won't be any retaliation, but she does not command.

Fujiwara's the outspoken, social butterfly at the center of any group she approaches. She's the one capable of dragging folks like Ishigami out into the light, giving them motivation or something to aspire to - aspects of her personality shared with Tsubame, in which he fell for them.
Conversely Ishigami is an outcast with a strong sense of ethics/justice, which Fujiwara needs as her own good side can't keep her politician instincts in check; she's quick at talking people into ideas but he's the one who's good at execution afterwards. Even their Tsukkomi/Boke moments show they can defuse situations the other causes rather well.

But that said, Prez and Kaguya can't be more different.

I think Fujiwara and Ishi have good chemistry too, and I don't think Ishifuji would be bad for the story, but since the early chapters both characters have taken a different role in the story. Fujiwara's development is basically locked, she's comic relief/a mentor. She likely won't have any growth until the very end, when everything else is settled. That's just her role in the story now. Meanwhile, Ishigami has been written to be a secondary protagonist. So I'm not hating on Fujiwara, just saying that Aka doesn't want to pursue that route.

One thing you're wrong on, though. The romantic partner for stories like these shouldn't "drag" the MC into the light. They should present the possibility, and motivate the MC to do so themselves - in the third act. Tsubame encourages Ishigami, sure, but this isn't the third act, and the way she pushes Ishigami leaves no room for a inversal of personality.

She certainly values Status - or at least, she was raised to believe that, with how often she talks about the honor of being a Shinomiya and all of that. But this is part of her arc, she has to realize that status doesn't matter at all. I forsee an ending where Kaguya leaves her home with Hayasaka and she and prez make it on their own. That's the most fitting ending to a story like this, the rich becoming poor but obtaining something that money can't buy.

Ishigami and Iino absolutely both need to change. Lots of anons might delude themselves because they like Ishigami's faults, since they can relate to them, but in the context of the story he still has growing up to do.
