Female heroines written by females are written too authentically cause they understand women, and women are annoying. They are also meant to be self-inserts and what teenage girls are, they are indecisive, abrasive and dumb. Look at Rumiko Takahashi, Ranma has some quality girls specifically because they aren't the leads, Ranma is. Now look at Inuyasha which has Kagome as a protagonist on par with Inuyasha, she's fucking annoying, she's a school girl who gives out a deep sigh when Inuyasha doesn't peek on her but will punch him if he does, it's fucking annoying, but that's how school girls are.
Now villains, regardless of gender, villains are more fun and more sexy because, especially good villains who are antagonists to protagonists not just because they are evil, but because they know what they want and they want to get it and it happens to clash with what protagonists do. Plain and simple, villains know what they want, they want to get it and your brain kind just paints a picture of who this person is itself. People who know what they want are sexy, people who are ready to fight obstacles on their way are even sexier.

Besides women being 'allowed' to be sexy (as opposed to my pure moe moe waifu uguu), they're also 'allowed' to have more complex character motivations. A lot of heroes have very simple motivations like "I don't want to see people get hurt" whereas villains tend to be more complex. They can be social darwinists, agents of chaos, tortured individuals who want to take revenge on the world, agents of justice who went too far et cetera.
Villainesses are simply more interesting than heroines on every level, but the same counts for their male counterparts. Look at Dragonball and ask yourself why (at least in the West) Vegeta appears to be more popular than Goku. Goku is a flat character, his entire motivation is "lol I want to get stronger to fight stronger guys :DDDDD". Vegeta actually underwent a struggle. He went from a smug Saiyan Elite to suddenly being overtaken by a lowly pleb, trained as hard as he could to take back his place as number one and even more or less sold his soul to the devil for it. He then realized that it's okay for him to be number 2 and that his family is what matters to him the most (until Super retconned that, of course). He's a more interesting, more appealing and more relatable character precisely because he started out as a villain. In general villains who end up joining the heroes are interesting characters.
