Have you seen the whole list of characters? There are so many for a show of this kind that half of Class A barely gets any screen time. When's the last time you saw Fish Lips, Steve Irwin's botched abortion, Scotch Tape Man or Captain Navel Laser?
The only people who've shown any progress in the entire series since arguably the beginning are Icy-Hot, The Birdman, Tits McGee, Speed Racer, the red guy (forget his name but couldn't think of a good joke), The Ventriloquist, and Basic Fanboy. Gravity Gal and Acid Rain are only really shown for the PG-13 fan service and Grapes of Wrath is a throw-away-able meant the be the crude perv directing the attention of the reader to the PG-13 fan service. That is why Class B gets no love.

The excuse Hori gave of Deku subconsciously imitating All Might to the point he completely disregarded his legs doesn't fly at all, specially in the face of the narrative we get.
Froppy points out his power is similar to AM, Todoroki outright asks if they're related, Tomura and Stain both peg him as an All Might fan at their first fucking glance. Saying that Deku didn't notice that all he was doing was copying AM makes him come out as a dunce when he's got people around him telling him that's exactly what he's doing all the time.
Then you take into account he already had to diverge from doing the same thing AM does out of necessity at the start and there's no reason to think that a hurdle he surpassed when he had to break his fingers to Smash would really come up later on when he was already thinking outside the box to begin with.
Hori just simply couldn't deliver on an actually analytical shonnen MC. He says Deku is it but he constantly throws himself recklessly head first into whatever he has to deal with and brute forces through it Nardo style like every other shonnen protagonist. Which is fine really, except when Hori wants to tell us that Deku is actually a methodical person when he really isn't

Until his arms were in serious danger he simply didn't have a reason to challenge this assumption. Methodical people don't necessarily question everything; they may only question what catches their attention or presents a problem to solve.
Additionally, he wasn't completely disregarding his legs. He used kicks and did leg training prior to Shoot Style, it's just that his focus was on punches because that's what he had observed his mentor doing. Once presented with the problem "My arms won't hold up under this strain", he finally had reason to bother with a change in style. I won't pretend it isn't a little funny how it's presented - especially with the dramatic timing in the anime - but it's pretty reasonable that he didn't think of it until later.
