What "delinquency" is is relative to the prevailing value system. Actual delinquency and cultural subversion in 2019 (entering the west's hedonistic "Fall of Rome" period) involves abstinence from drugs & promiscuity, and a focus on fitness and self-improvement.
But delinquency isn't cool when it's actually aberrant behavior. It needs to become outdated before it ossifies a romantic mythology.
This is why our idea of anime "delinquents" is still straight from the 70s/80s.
