Looks gorgeous but the shading seems a bit off in places. Highlights on the hair and eyes are good, but shadow on the ring finger should be pinky-length, no? Shadows and highlights on the hair seems off as well, and shadows for her arms don't make sense. The shadow for the clavicle has a wrong angle too. Should the stand be that much darker at the top if the light is pointed at its edge? Also Alita is basically flat so her clothes have too much shadow.

Depends what are you tracing for. It's practice and a tool like any other that helps you your end goal (that is finished art work). It's helpful in learning in beginning but will hold you back like crazy if not stop your progress altogether in certain field at some point. It helps you understand basic shapes that charcter can be build with. Also have it's uses in pinpointing and understanding relations in proportions.
Do it to learn. Use it when in doubt and need alternative source of help and drop it when your are working on original artwork and bettering yourself as an artist. That's my opinion.

Have you tried using a pen and a sheet of paper? It may be too traditional, but it's simpler and more straightforward. Better for beginner's excercises.

This. I think I worked this out once, and figured out that drawing on a tablet is at least 1.35x as hard as drawing on paper. So if you can't draw on paper, drawing on a tablet is that much harder.

You don't "follow" books. You read them, learn from them, think about what you learned critically - and then apply your newfound knowledge.
I have never read the "Loomis", but from what I've heard, I doubt it's just a meme. Anything with detailed information on human anatomy should be sufficient, though.

I wish I could come up with sensible requests for you. But even in mecha anime, I mostly concentrate on the characters, not their mecha. I like the aesthetics, but having fun ideas for them is something I'm not good at.
