Never ever. Misaki was nerfed literally in the same arc she was introduced when exterior was busted. No morals Misaki would be a great villain for a science arc though, like she could really fuck with the hero complex of a lot of characters. Also, if a measly level 3 esperlet like Mitsuari can flash-dry a relatively big area with her hydrokinesis, Misaki should be able to dry most of the city to a pile of dust as a last resource.
