The Japanese Twitter community is concerned about the above update because it can be interpreted very loosely and applied to virtually any manga/anime/doujin that depicts minors (i.e. under 20 years of age) in sexual/sexually suggestive scenes, as well as fan art. There is talk of artists having to migrate to Pawoo.
From what I gathered the update came recently after so-called feminist and progressive groups in Japan, long critical of manga/anime with such content, lobbied the UN and NGOs to pass global regulation. It should be noted that the enforcement of this rule on Twitter will follow the United States' model.

It's like you people don't read. >minors (i.e. under 20 years of age) Teenagers will absolutely count. Those Haruhi x Kyon doujins for instance are fair game. And even "legal lolis" that are actually 1000 year old demons etc. won't be safe.
