Gods and certain heroes cannot be summoned directly by the grail, so to circumvent that they possess mages with similar magical circuits. Rin was summoned to Babylon, actual Rin, and her body was used as a vessel by Ereshkigal and Ishtar.
Rin's personality is also split between the 2. Ishtar is full on Tsun baka Rin, basically an overconfident asshole who fucks up all the time. Ereshkigal is Dere insecure Rin, the Rin who is constantly shy and blushing and has trouble making friends etc...

In Strange Fake it works way better than in Apocrypha because the main cast is already presented and started being developped before the new cast appears. It kinda gave me some Umineko vibes with the huge cast being added one after another well enough that you don't feel lost, and they all have the time they need. I feel like people freak out because the writing is very slow (I mean there is a very long time waiting between volumes) and they are afraid characters won't be as developped as they hope, but friendly reminder that only 3 days happened in the story and an average Holy Grail War lasts 2 weeks. Narita has still plenty of time to do what he wants.
