Of course it is. The force with which he pushes his arm into itself is dictated by his muscles pushing against his bounciness and is directly affecting the output strength of his punches. His DF power can't be the source of the force of his punches, it just enforces them. All of his moves that don't rely on environment require normal muscle power as initial force input.

Yes but what offers the resistence(from wich the power of the punch comes from) is his Haki. Sure Oda could say that his muscles being more dense increase that resistence wich leads to even more power, i would accept that to be honest, it just dont think it will be the case since i belive the mysterious prisoner will teach him something(maybe the basics of awakening)and that will be his power. But if he really just stays in the prison breaking rocks until the start of the war, then yeah, that will definatly be his power up
