There is a definite similarity in the theme, but more often than not, these things happen to be coincidences and purely unintentional.
It's completely plausible that Michiru Oshima listened to Yawara's soundtrack in the early 90s and twenty years later when composing, she just subconsciously did something similar.
Musicians and composers consume a lot of music, and there's so much music to go around that it's just a statistical probability that something ends up sounding a little bit like something that already exists.
