Ok it looks like I'm going to have to defend Accelerator of all mongrels.
Having read the novels recently, its clear that Accelerator is mentally distraught from severely injuring WORST and once again having been forced to fight a SISTER. Add that with Last Order's situation and you've got a very confused Accelerator who no longer has any idea on what to do. His fight with Touma is a combination of him venting his frustration, self loathing, envy and wanting to escape, all of which are attributed to the fact that he has once more hurt the SISTERS, things he vowed to never hurt again. He sees himself as the villain, and wants Touma to play hero so that he could ultimately save them like he did that night. One thing I can say for sure is that Accelerator was trying to kill him, he didn't want him to die but he was DEFINITELY trying to kill him, most likely to fulfill that "hero beats villain and saves the day" stuff.
