As someone who's put in the effort of scanning shit like that a few times, it's a massive pain the ass.
Those posters—generally the ones that come as freebies with manga magazines—are fucking huge. No one's going to have a scanner big enough to scan that shit in one go.
That means you have to scan it, piece by piece, and then put that shit together in Photoshop.
And, if you're a fucking quality freak, you'll edit out the crease lines and improve the overall image quality.
Pretty sure they don't put scanned versions of the freebies in the digital versions either. Honestly that photo is in way better quality than can what really be expected, too.
