A "jobber" is someone who consistently loses fights they should win. A critical part of that means that they have to be capable in the first place. Vegeta is a jobber because he consistently loses despite being second in power only to Goku (and sometimes Gohan). Mai Kujaku is a jobber because she's supposed to be an elite duelist but loses consistently to rookies and low-class thugs like the Player Killer. Tamaki is built up from the start as a loser with no talent for piloting a knightmare, so he's not a jobber, he's just an ordinary weakling.
