i brought this up on /k/ too - they would have had a much better chance going down instead of up and trying to get out into the countryside. Maybe Ishii managed to - I hope so. Grandfather never told them to go up the city; they just noticed that more stuff seemed to be working up there, so they went up on the naive but understandable conclusion that the higher you went, the better things got. That unfortunately turned out not to be true.

The bottom layers have been scavenged to hell and back and any ground they reach is either foundation for the massive city above it and/or doesn't get enough light for anything to be growing down there for food. Going up was their best option for finding resources and survivors since that's where people might still be. They were just too late and it turned out that they were the only ones left.

The deeper you go, the more likely it is you just go deeper and deeper into the pitch black and derelict industrial guts. They'd die blind, afraid, lost, and completely without any hope just going deeper down.

A planet-spanning city would be perfectly doable. The only real problem you'd run into is finding a place to dump all of your biological waste heat so your planet doesn't fry itself. By the time you reach that point it's probably more feasible to expand into space anyway.
