Fifty-fifty. Nips have higher tolerance for snail-paced shows like Kemurikusa, so they're not as bothered by what a lot of people here would consider a glaring con. They're also pissed at the decaying anime industry in general and Tatsuki is like a messiah figure to them, at least for now.
I'd say trying to rate Kemurikusa at this point is pointless when its quality will be largely determined by how good the endgame twists are and how well they execute the ending. It will probably also be more enjoyable marathoned from start to finish.

Case in point; your picture, Kemurikusa, Kemono Friends S1, gdMen, etc. Just because there's some janky animations or unconventional art doesn't mean it's going to be bad on the basis of visuals alone. Again using your picture as an example; the characters kept moving unrealistically when just standing still, but they had so much character in their posture and subtle actions. So many small details in just a generic idle pose is something anime hasn't done since it moved to computer graphics.

They're one of the more successful independent studios, control over their own IPs, and are able to spearhead production committees on their own, do almost everything inhouse--no full outsourcing of episodes. Being in Kyoto as opposed to Tokyo really helps though.

The character interactions have that Irodori charm to them that makes the long moments full of nothing but traveling and talking enjoyable, the backgrounds are all really beautiful, and the character models and designs are pretty to look at too. The sisters are all pretty to look at and Wakaba's development throughout episode 1 isn't grating or awkward as he goes from being an annoying useless manchild to a determined dork that eagerly tries to learn as much as possible solely to help the others.
The characters are ugly as sin, I've seen better CG from 80s movies and better animation from Märchen Mädchen.
