From a narrative standpoint they're supposed to be equal and from a powerlevel standpoint Sasuke should actually be stronger with the Rinnegan but reality is a harsh mistress.
One is a guy who runs out of Chakra easily and doesn't just soulgrab people by the dick with his Rinnegan powers whilst the other is an invincible Ubermensch who solo carries the entire Fourth War by himself, fighting on five fronts at the same time and gives up enough Chakra to make an entire army go One-tailed.
