i think no one, even on this site, would complain about female doctor if she had personality like River Song, Missy or that black female doctor. Jodie was a disaster and only a part of this you can blame on the writing.

the problem with making characters like that is that engaging with them might result in disliking them, but if you don't engage with them you'll dislike them by default anyway
for most people it's better to just make simple shallow characters that don't challenge any preconceptions

No. It's funded by a sort of tax, which the government enshrine in law (I think Germany has something similar) but the tax goes directly to the BBC and it's theoretically its own institution.
