The thing these people don't get is that no normal person uses words like "copaganda" because most normal people understand that most cops are also normal people. When Spider-Man beats up a drug dealer or Batman snaps a rapist's femur, they aren't going "oh no muh heckin systemic factors", they're going "haha yeah get him" because they understand (either consciously or subconsciously) understand that capeshit exists in a heightened reality that has generally less nuance than real life by design. And that it's cathartic to see fictionalized versions of people who make society less pleasant to live in (be they blue-collar or white-collar criminals) get immediate violent comeuppance.

But adults who never grew out of watching Saturday morning cartoons can't reconcile that, mainly because they're stupid and emotional. They realize that they've become the kind of people that Superman or Captain America would come to blows with if they existed IRL, and that reality stings them because their lack of IRL role models means that they're still seeking the approval of imaginary cartoon men who go whoosh blam kapow. So they need their superheroes to be the kind of people who would approve of them rioting or looting or murdering people in the streets, because the implied disapproval of fictional characters is a greater consequence than actually facing criminal penalties for them, because consuming fiction is the only thing they have.
