I get what he's trying to get across, but I agree that it's not worded very well. The problem was that Tolkien planned on fleshing the Orcs out more, but he died before he could put it into writing. You could still get the sense of how the enemy was more multifaceted in the books, how the Dunlanders were not massacred like the Orcs and the ones taken prisoner were instead made to rebuild Helm's Deep before they could return to their homes, which they didn't seem to mind too much. Same goes for the other humans who sided with Sauron. He also plays up how unnatural it is for the Orcs to be mass-organized the way they are during the War of the Ring and how they hate each other due to various ethnic and tribal differences, and many become disillusioned and yearn to go back to their tribal livelihoods instead of continuing the fight as Sauron's hold on them weakens.

They were made to be an evil race, but Tolkien was planning on making them more of an actual race with their own culture and societal structure. Orcs are mostly organized into small tribes that speak different languages, which is why the Orcs speak Common when communicating with each other. Organizing them into massive, uniform regiments is an unnatural state for them and that's why you have so much Orc infighting, especially between Orcs and Uruk-hai.
