Can someone who understands copyright law explain the rules for fan-made games. Is it just like fan-fiction, or would there be extra restrictions due to using the character's likeness?

So if no money changes hands at all it would be fine then? I don't want to make any money for it, just want it to exist. The show creators have shown no signs of making one, so the only way it will exist is if fans make it.
Also the kind of game shown in most of the meme images (80s or 90s nintendo game) would be ridiculously easy to make nowadays due to faster processors, more memory, high level programming languages and FOSS game engines. A dozen /g/ anons putting in 2-4 hours of free time per weekend could get it done in a few months. The hard part would be writing a decent story.
